The clock starts immediately. The expectations are real. And the people around them are waiting for direction they have not figured out yet.

The leader spends the first two to three weeks trying to get a handle on the file. They read everything, talk to everyone, and try to synthesize a picture that is still incomplete. This feels productive. It is mostly treading water.
By week four, pressure starts building from above. A briefing is needed. A status update. A plan. The leader produces something because something is required. It is not wrong exactly but it is not grounded in a clear strategic direction either. It is organized information pretending to be a decision.
By week eight, if nothing has changed, the leader is managing perception instead of the file. They are performing readiness rather than building it.

THE EXIT FROM THE PATTERN
The exit from this pattern is not more information. It is a decision framework. What are we actually trying to accomplish. What are the two or three things that determine whether this mandate succeeds or fails. What needs to happen in the next 30 days and who owns each piece.
That framework does not have to be perfect. It has to be clear enough to act on. Clarity that leads to action is worth more than analysis that leads to more analysis.
